Each theme park may have various rules on who is considered ‘local’ and what sort of documentation you have to provide to prove this, but as a general rule:

You must be living in Queensland (postcodes 4000 – 4999) or Northern NSW (postcodes 2450 – 2490)
Be able to provide valid photo ID showing your ‘local’ address
